The earthen levee construction consisted of:
An emergency flood protection project in which Park Construction Company erected levees along the east and west sides of the Upper Big Sioux River and U.S. Highway 212 to protect Watertown, South Dakota from projected high river stages. The emergency flood control structures consisted of earthen levees, sandbag structures, rapid deployment flood walls, and Hesco Bastions Concertainers/ Floodline structures.
Given the nature of the work and the 7 day time frame to complete the work, Park Construction ran a 24-hour operation.

This project is a flood control channel improvements project along Antelope Creek. Work includes channel excavation and disposal of excess material, removal and disposal of existing concrete pavements, placement and compaction of crushed rock, placement of concrete cellular mats, retaining wall construction, drainage structure modifications, demolition and disposal of residential structures, concrete post-tensioned bridge and roadway construction, bridge piling installation, bridge bent encasement, irrigation, utility relocations, bike path and channel paving, seeding and landscaping.

List of Self-Performed Work:
Park was given a 20 hour "work window" to construct the project. The scheduled work window came with a $50,000 penalty for each Amtrack train delay plus all costs associated with freight train delays. Park completed the project successfully within the alloted 20 hour "work window".
